Call for tenders  


1. Contracting Authority

2. Application procedure

The objective of this call for tenders is to find the best suited external experts to support the work in the "Arctic Investment Platform feasibility study and road map" project. This project has a strong Interreg Nord/Pohjoinen financial support as well as financial backing of national and regional development funding in the Northern Sparsely Populated Areas (NSPA) of Finland, Sweden and Norway. As a general rule, this call is open to natural persons or, if they are employed by a legal person, to authorised representatives of these entities.

After the application deadline, the Contracting Authority will choose the external expert with the best qualifications and/or experience for the expected tasks.

The chosen experts are expected to be European Commission approved AMI-experts, as a strong expertise and network related to EU-level financial instruments will be crucial for the project work. Experience of having worked in the NSPA will also be of outmost importance in order to understand the special characteristics of the area.

3. Information and documents to be provided

Interested parties should provide their full contact details.

The following files or documents should be submitted latest by the 28th of February 2019:

a) An open application with the requested qualifications explained. The offer presented in the application needs to be valid for the time until a decision has been made by the Contracting Authority by the end of March 2019.
b) Document(s) providing evidence of the ability to draft and communicate in English. The documents could either be a formal certificate or (a) reference(s) to accessible documents having been drafted by the interested party.
c) Document(s) providing evidence of being a European Commission approved AMI-expert.
d) List of projects, studies & publications affecting the Northern Sparsely Populated Areas (NSPA), where the interested party has played a key role.
e) Curriculum vitae - Europass or other form.
f) Declaration of honour on exclusion criteria and selection criteria signed and dated.

Experts, with whom the Regional Council of Lapland concludes a contract under this call, will be requested to submit the following documents:

a) Legal Entity Form duly completed, stamped and signed (template can be downloaded here: )
b) For natural persons, copy of the identity card / passport


For legal entities, copy of the VAT registration document; if the VAT number does not appear on this official document, a copy of any other official document (official gazette, company register etc.) showing the name of the legal entity, the address of the head office and the registration number provided by the national authorities.

4. Protection of personal data

Unless indicated otherwise, your reply to this notice and any personal data requested are required for the purposes of choosing the best suited candidate and will be processed solely for that purpose by the Contracting Authority, which is also acting as data controller. The information you provide will be managed and processed by the Contracting Authority in accordance with the GDPR.

5. General tasks to be performed by experts

-Involvement in and contributions to conferences, workshops, seminars or meetings
-Interviews with regional experts and stakeholders
-Drafting of reports and guidance documents
-Technical assistance and strategic guidance during the project as well as for the follow-up and detailed final evaluation of the project and preparatory actions for an Arctic Investment Platform
-All tasks will be performed in close cooperation with the Contracting Authority and taking into consideration the specific needs of the regions in the NSPA

6. Place of delivery

Tasks may generally be carried out remotely, using electronic communication tools. Occasional participation in workshops, seminars or meetings in the NSPA will be required.

7. Selection criteria relating to technical and professional capacity in order of importance

1. Criterion: Relevant professional experience
For this criterion, points will be given following below logic:
The tender showing the most relevant professional experience will get 10 points, with the second most relevant professional experience receiving 8 points, third most relevant professional experience receiving 6 points, and so on until 0 points.

2. Criterion: Ability to draft and communicate in English at C1 level
For this criterion, points will be given following below logic:
The tender showing the best ability to draft and communicate in English will receive 5 points, the second-best ability to draft and communicate in English receiving will receive 4 points, the third best ability to draft and communicate in English receiving will receive 3 points, and so on until 0 points.

3. Criterion: Price
The maximum remuneration is presented below but in case of tenders offering a lower price, points will be given following the below logic:
The cheapest tender will receive 5 points, the second cheapest will receive 4 points, the third cheapest will receive 3 points, and so on until 0 points.

8. Conditions of remuneration and reimbursement of experts

Experts shall be remunerated at a maximum fixed price of 350 EUR/day worked for junior experts and 750 EUR/day worked for senior experts. The travel and subsistence expenses will be reimbursed under the conditions set out in the contract.

The full sum of remuneration is a maximum of 32 000 € for the duration of 1st of March 2019 until the end of December 2019. Furthermore, the Contracting Authority has the option to offer the interested party with the winning bid, a continued contract worth a maximum of 16 000 € from the 1st of January 2020 until the 30th of June 2020.
