The Kolarctic ENPI CBC programme

The Kolarctic ENPI CBC 2007-2013 programme is a cross-border cooperation programme between the North Calotte and Northwest Russia. The programme continues the cooperation initiated with the Interreg II A Barents and the Interreg III A North programmes.

The general objective of the programme is to decrease the peripheral aspects of the border regions of the participating countries and related problems as well as enhance multilateral cooperation. The programme aims at helping the participating areas to utilise the development potential across the national borders in various branches with regard to the economy, social development and the environment.

The Kolarctic ENPI CBC programme is funded by the European Neighbourhood and Partnership Instrument of the European Union. Funding is granted for cooperation projects that comply with the strategy and focal points of the programme agreed by the Finnish, Swedish, Norwegian, and Russian partners. The total funding of the Kolarctic ENPI CBC programme is approximately MEUR 70, of which the contribution of the European Union is approximately MEUR 28.2.

The administration of the programme is based on the equality and partnership of the participating countries. The joint administrative authority - the Regional Council of Lapland - is responsible for the administration of the programme.
